Brazil, November 2025 – The Nigerian Maritime Administration and Safety Agency (NIMASA) has unveiled a pioneering Public-Private Partnership (PPP) model aimed at decarbonizing African maritime operations, spotlighting the Nigerian Maritime Continuous Emissions Monitoring System at the 2025 UN Framework Convention on Climate Change (UNFCCC COP 30) in Balem, Brazil.

The presentation, held on the sidelines of the conference, highlighted Nigeria’s commitment to advancing the International Maritime Organization (IMO) energy transition strategies through digital innovation. The event brought together key stakeholders, including representatives from the IMO, Federal Ministry of Marine and Blue Economy (FMMBE), Nigerian Ports Authority (NPA), and maritime administrations from Ghana, Kenya, and Tanzania.

Dr. Oma Ofodile, Director of NIMASA’s Marine Environment Management Department, representing the Director-General Dr. Dayo Mobereola, emphasized Nigeria’s consistent efforts in promoting energy transition in the maritime sector. She noted that the initiative reflects a broader drive to convert ambition into measurable progress, leveraging digital tools to ensure a low-carbon shipping future.

At previous COP events, NIMASA has steadily built its agenda for maritime decarbonization:

COP 28: Advocated for the creation of an African Coalition to achieve IMO greenhouse gas (GHG) reduction targets.
COP 29: Brought together expert panels and showcased the development of a verifiable Nigerian maritime emissions inventory in partnership with University College London (UCL).

This year, NIMASA formally launched the Nigerian Maritime Continuous Emissions Monitoring System, developed with UCL researchers, reinforcing tangible progress toward IMO energy transition strategies.

Mr. Roel Hoeders, representing the IMO Secretary-General, lauded NIMASA’s efforts, describing the session as a “strategic platform to deepen discussions and guide Africa through the challenges of maritime energy transition.”

The side event also highlighted Nigeria’s proactive role in shaping global maritime decarbonization frameworks, contributing to broader COP 30 objectives, including the establishment of indicators to measure progress toward the Global Goal on Adaptation (GGA) under the Paris Agreement.
