FG Moves to Standardise Learning Materials, Bans Unrated Textbooks Nationwide

The policy, announced by the Federal Ministry of Education, is aimed at tackling the widespread use of substandard and non-compliant learning materials across primary, junior, and senior secondary schools.

Under the new framework, textbooks will no longer be used in classrooms based solely on prior approval. Instead, all approved materials will undergo an additional national ranking process to determine their suitability for specific subjects and educational levels.

The Nigerian Educational Research and Development Council (NERDC) will retain its statutory role of approving textbooks but will now operate within a more rigorous evaluation structure. As part of the reform, the council will establish Standing Subject Committees comprising academic experts to assess textbooks using defined academic and pedagogical criteria.

Education authorities explained that only a select number of top-ranked textbooks will be recommended for classroom use, a move expected to improve quality control, ensure consistency, and align teaching materials with national curriculum standards.

In a decisive stance, the government stressed that any textbook not ranked under the new system will be prohibited in schools, regardless of its previous approval status—effectively phasing out outdated or substandard materials.

The ministry noted that consultations with key stakeholders are ongoing, while preparations continue ahead of the policy’s full rollout in September 2026.

While the initiative has been widely described as a major step towards improving learning outcomes, some stakeholders have raised concerns about implementation challenges, particularly in private schools and the potential limitation of textbook variety.

Despite these concerns, the Federal Government maintains that the reform is necessary to strengthen educational standards and ensure Nigerian students have access to high-quality, curriculum-aligned learning resources.
