The **Presidential Amnesty Programme (PAP)** has deployed over **140 beneficiaries** to pursue postgraduate studies in universities across the United Kingdom, in a move aimed at strengthening human capital development in the Niger Delta.
Speaking at a pre-departure briefing in Abuja on Thursday, PAP Administrator, **Dr. Dennis Otuaro**, said the initiative aligns with President Bola Tinubu’s *Renewed Hope Agenda* and is designed to transform the socio-economic fortunes of the region.
According to him, the scholars have been carefully placed in **industry-relevant and professional fields** that will enable them to return and contribute meaningfully to the development of the Niger Delta and Nigeria at large.
> “We are confident that when they complete their studies and return, they will add value to the human resource base of the region and enrich the socio-economic landscape of the country,” Otuaro stated.
The administrator explained that the deployment falls under PAP’s **formal education component** and represents a deliberate government effort to channel development opportunities into Niger Delta communities.
As part of preparations, the scholars were presented with **laptops** to support their academic work. Otuaro urged them to stay focused, avoid distractions, and uphold the image of their families, communities, and the country while studying abroad.
The event also featured orientation sessions led by senior officials, including PAP Technical Assistant **Edgar Daniel**, Nigerian Army Provost Marshal **Maj. Gen. M.O. Erebulu**, and PAP Head of Education Department **Dr. Charles Ariye**, who briefed the beneficiaries on cultural, academic, and security dynamics of studying overseas.
Some of the beneficiaries, including **Gift Gbaminido** and **Amadimati Greatman**, expressed gratitude for the opportunity and pledged to use the knowledge gained for the benefit of their communities and Nigeria.
