The Universal Basic Education Commission (UBEC) has entered into a groundbreaking Public-Private Partnership (PPP) with DLN, a deal expected to revolutionize access to digital learning across Nigeria’s basic education sector.
Under the agreement, 47 million laptops and tablets will be distributed to pupils, students, and teachers in pre-primary, primary, and junior secondary schools nationwide. Significantly, the devices will be provided at no cost to both the Federal and State Governments, eliminating a major financial barrier to digital literacy.
Beyond hardware distribution, the initiative includes free data access for learners and educators, unlocking AI-assisted learning resources and digital content. To support smooth adoption, UBEC and DLN will partner with the National Teachers’ Institute (NTI) to deliver large-scale training programmes designed to equip teachers with the skills required to maximize the technology in classrooms.
The project also carries a strong economic dimension. Regional hubs for device assembly and distribution will be established, generating jobs and fostering local expertise in technology production, logistics, and after-sales support.
UBEC officials described the initiative as being fully aligned with President Bola Ahmed Tinubu’s *Renewed Hope Agenda*, the National Policy on Education, and the United Nations Sustainable Development Goals (SDGs).
“This partnership is a testament to our collective commitment with the Presidency, the Nigerian Governors’ Forum, and our partners to bridge the digital divide, improve access, and raise the quality of basic education for every Nigerian child, no matter their location or background,” a UBEC representative said at the signing ceremony.
The Memorandum of Understanding (MoU), signed today, represents a major milestone in UBEC’s ongoing mission to deliver equitable, technology-driven education and to equip Nigerian children with the tools needed to thrive in a knowledge-based economy.
